Ominous news for the Park West Village neighborhood

Once again it appears that the residents of the Park West Village neighborhood are the victims of secretive negotiations and questionable practices. P.S. 163 has reportedly been in discussions with Jewish Home Lifecare to add classrooms to their proposed nursing home building on West 100th Street.
Yet Jewish Home Lifecare has never even presented its building plans to the residents of the Park West Village neighborhood.And no discussions between Jewish Home Lifecare and P.S. 163 about adding even more stories to their proposed nursing home building have included us either.

JHL is using P.S. 163 as a way to wedge themselves into our community and give political cover to our electeds for doing so.

Public school administrations can't do this kind of thing on their own. They would need to have backing from the local Community School District and Community School Board and from local politicians and then from Tweed and the School Construction Authority. What do the local politicians say about this proposed deal and have they been asked to stop it?

1) To the Chetrit Group and JHL: Stop hiding behind a handful of parents of PS 163 to camouflage your empire-building. Have you no sense of decency or shame?
2) To local
elected
officials: Prevail on the "Education Mayor" to assure that the
City
convert PS 163's trailers into classrooms rather than a private developer for his own continued profit at the community's cost of a vastly diminished quality of life.
3) To JHL: Repair your historically poor relationship with your neighbors on West 106th St.

Westsiders for Public Participation,
It is all about the money and greed, with total disregard for the welfare of the now over populated neighborhood and definitely not about quality of New Yorkers lives. I am outraged by the total intentional lack of communication, foresight and regard of the related inconveniences ahead for the loyal Park West residents surrounding the proposed nursing home to be built on one the already most densely populated streets in Manhattan. Why would a senior citizen want to spend their last days sandwiched in the shadow of buildings, without a view and listen to fire engines and emergency vehicles. The area is not suited to accommodating seniors who have no where to go when the leave their building; no park, no garden, no neutral resting place. Greed!

On Tuesday, Dec. 15th at 6:30pm, BP Scott Stringer presented at a PWV Tenants Association meeting with the parents of PS 163, in the PS 163 auditorium. It was, in fact, the Annual Meeting of the PWV Tenant's Assoc, and was an open meeting.
This was an open meeting in which the needs of the school and the open discussions with the Chetrit Group and JHL were presented.
Several people from outside the PWV community,including Paul Bunten from Westsiders for Public Participation, were also in attendence.
PS 163 staff and parents have every intention of consulting more widely with the community when we have something more tangible to show.

I attended the December 15, 2009 meeting of the Park West Village Tenant's Association at P.S. 163. Scott Stringer made a few remarks and then left the meeting. A presentation was made to the Tenant's Association by P.S. 163 parents, complete with slides and drawings, which indicated that any additions to P.S. 163 would be made on the existing site on West 97th Street. There was discussion about preserving open space on West 97 street and West 100th Street. There was no discussion, whatsoever, about adding classroom space to a nursing home on West 100th street, as reported in the Columbia Spectator on March 4, 2010. One can only wonder why no information was given to the Park West Village Tenant's Association or Westsiders for Public Participation or anyone else about this very significant new development during the nearly three month period between December 15, 2009 and March 4, 2010.

The "open meeting" described by Ms. Heath-Gil above was not "open" to me, and I live even closer to PS 163 than she does. This is the first I've heard of the plans that were discussed there, but now it seems they've changed completely since then anyway.

Boneheaded is a kind word for the plan. How could anyone plan a new building on 100th street? The double and triple parked cars, no street cleaning and general insane overcrowding would make any new project absurd. The library and Ryan Health Center are such a mess - entrance and access. The horrible metal fence and garbage everywhere. What in the world is going on. There is absolutely no street parking possible for any reason at any time. Need I say more?
